The Ohio Department of Taxation has added to their website public utility tables for auditors to use for calculating levy requests.  In addition, all of the TPP tables have moved off the front page and CAT page of the ODT website to their permanent location under Government/Services for Local Governments.  The new web address is:

The top two links on this page are TPP related.  The first link shows the allocations of this year's payments for non-schools.  The second link down contains all the tables that had been on the CAT page, as well as the new public utility spreadsheets.

They have also issued new instructions under HB 530 to auditors for calculating tax rates for new levies.  These will be available on the Services for Local Governments website within the next couple weeks.   To summarize the orders, for bond levies, auditors are to exclude all property that is being phased-out.  For school emergency levies, auditors are to average the phasing-out values over the life of the levy.  For all other levies, the auditor is to use the value that will be in effect in the first year the levy will be charged on the phasing-out property.
