FAX BULLETIN March 12, 1999 PLEASE CIRCULATE THIS BULLETIN TO YOUR COUNCIL, DEPARTMENT HEADS & STAFF A Call for Witnesses: The Residency Bill The Senate State and Local Government and Veterans' Affairs Committee will hold an opponent hearing on SB 46, the bill which bans employee residency requirements, at 5:00 p.m., Wednesday, March 17 in the South Hearing Room of the Senate. For those many municipal officials who are concerned about this bill this will be your best opportunity to go on record with your opposition to this attempted encroachment upon Home Rule. We need your testimony at this hearing! Please, let us know if you or someone from your municipality will be attending or testifying at this important hearing. Senate Panel to Vote Out Transportation Budget On Tuesday, March 16, after the Senate session, the Senate Highways and Transportation Committee is expected to meet and finalize its deliberations over the state's transportation budget (HB 163). We expect the measure to come out of the Senate committee without any major changes over the House version of the budget. The Senate Ways and Means Committee will also hear on Tuesday following session SB 67, which is the bill that would restrict municipal entry into the cable TV business. This third hearing is for proponents of the bill. The League expects that the bill will be heard for an additional two weeks. Those two hearings will be for opponents of the bill. Public Records Bills to be Heard in the House On Tuesday, March 16, two public records bills will be heard in the House. The first bill (HB 95) would cover the expenses and court costs for anyone who seeks a mandamus against a governmental unit, if the person is successful in that action. That bill, about which the League has concerns, will be up for a proponent hearing in the House Civil and Commercial Law Committee at 10:30 a.m. in House Hearing Room 121. In the House Ethics and Standards Committee at 11:00 a.m. in House Hearing Room 113, a proponent hearing will be held on HB 201, which would prohibit the release of certain familial and residential information of police officers, essentially exempting such information from the Public Record Law.
