CALL FOR WITNESSES.

Though the General Assembly is out of session next week, there are two bills up for hearings that are of interest to municipal governments. Both bills are in the Senate Ways and Means Committee which is meeting on Tuesday, February 8 at 1:30 p.m. in the Senate's South hearing Room.

The first bill up is HB 477, which modifies the law related to municipal income taxes in the name of uniformity and access. This is the bill's second hearing and is a hearing for proponents. League staff will testify in favor of this bill, while explaining that we still want to see a couple of modifications in the legislation (e.g. a return to 90-day refunds and reconsideration of the 12-day occasional entry rule) and some technical changes. If you would like to also testify on this bill, please, let us know.

The second bill up is SB 193 for opponent testimony. This is the OUPS bill, which would mandate all local governments into membership of a single not-for-profit one-call system for underground utility digging. We and, we are sure, members of the Senate Committee would like to hear from municipal officials who have concerns about this legislation. Please, let us know if you or someone from your municipality would like to testify against this legislation.
