FAX BULLETIN PLEASE CIRCULATE THIS BULLETIN TO YOUR COUNCIL, DEPARTMENT HEADS & STAFF Bulletin No. 13 Annexation Bill Lacks Adequate Support in House Rules Committie. SB 289, the annexation bill, is apparently dead for this session. After expressing her concerns about the final rewrite of the bill to the committee, Speaker Jo Anne Davidson invited other House Rules Committee members to make a motion regarding floor action for the bill. With no motion coming forward, the bill cannot be scheduled for a House floor vote in one of the two remaining House sessions this year. If nothing changes, the bill would therefore die when this session of the General Assembly ends the last week of 2000. A version of the bill with a new number and sponsor would then have to be reintroduced when the new General Assembly convenes in January of next year. Speaker Davidson told Gongwer News Service following the Rules meeting that "there were not enough votes (in the Rules Committee) to get the bill to the floor without her wholehearted support and 'I couldn't give it."' The speaker went on to say that "it was not possible to 'unscramble' the bill based on commitments made in the Senate," according to that news report.
