FAX BULLETIN #1 FEBRUARY 2, 2001 PLEASE CIRCULATE THIS BULLETIN TO YOUR COUNCIL, DEPARTMENT HEADS & STAFF Annexation Bills Introduced. SB 5 (Wachtmann) and HB 45 (Seitz, Grendell, Flowers, Kearns, Metzger, Seaver, Core, Krupinski, Faber, Webster, Hollister, Williams, Callender, Brinkman, Schmidt, Distel, Latell) were introduced into the Ohio Senate and House, respectively, this week. SB 5 has been referred to the Senate State and Local Government and Veterans' Affairs Committee. HB 45 has been referred to the House Local Government and Townships Committee. There are some minor differences between the House and Senate introduced versions. As mentioned in our last Bulletin, SB 5 is expected to be the vehicle for this session's actions on the annexation issue. Senate leadership has called for quick action on the annexation issue this session. That action may begin with hearings as early as the week of February 13. SB 5 is virtually the same bill (SB 289) passed by the Senate late last year, except for a few smaller amendments adopted by the Ohio House. Please, talk to your members of the House and Senate about your continuing concerns about this legislation in its current form. Call Your Legislators Now on Local Government Fund Freeze. It is also extremely important that you contact your members of the House and Senate about Governor Taft's proposal to freeze the Local Government Fund and the Local Government Revenue Assistance Fund. If adopted, this freeze will cut the numbers you relied on to create your 2001 budget, by freezing all growth in those funds beginning July 1 when the state starts its fiscal year.
