Predatory Lending Bill On Its Way to Governor.

Changes made by the Senate in the Predatory Lending Bill (HB 386) were concurred in by the Ohio House this week by a vote of 56-39. Seven Republicans voted to oppose the bill when it came back to the House. Four Democrats supported the measure. Other than those votes, the bill was supported by most Republicans and opposed by most Democrats.

The bill now goes to the Governor for his signature or veto. The League has sent a letter to the Governor requesting his veto. Although the Senate made some changes to the bill, those changes do not in anyway improve on the Home Rule infringements contained in HB 386 since its introduction. The League's letter asking for the Governor's veto is available on our website (omunileague.org).

We strongly encourage you to also ask the Governor to veto HB 386 through a letter or phone call to the Governor's office.

Governor Taft Names Bradley as Running Mate.

No matter what happens in November's elections, the Lieutenant Governor of Ohio will be an African-American woman with a strong background in municipal government. This week, Governor Taft, named Jennette Bradley, a long-time member of Columbus City Council, to be his running mate.

Tim Hagan, the apparent nominee of the Democrats for Governor, last month named Charleta Tavares, also a Columbus City Council member, as his running mate.

Both are great choices and we wish Charleta and Jennette the best during the upcoming campaign.

SB 156 SUNDAY LIQUOR SALES (Mumper) Authorizes certain Sunday liquor sales to begin at 11 a.m. even if these sales previously were approved by the voters to commence at 1 p.m. and changes from 1 p.m. to 11 a.m. the time at which Sunday liquor sales may start as specified in certain local option questions submitted to the voters. I urge you to attend the Ohio Municipal League Legislative Luncheon on Wednesday, March 20, 2002. Registration will begin at 11:30 a.m. The lunch will begin at noon and the program will conclude around 1:30 p.m. The Legislative Luncheon is to honor all members of the General Assembly and will be held in the Statehouse Atrium. A show of strength is important.

The League will be inviting all the members of the General Assembly to the luncheon, but we would also ask that you extend a personal invitation to this important event to your own Senator and Representative. The members of the General Assembly need to know, through your personal invitation, that the work they are doing is very important to all of us.

A truly productive state-municipal partnership cannot occur without their understanding of municipal issues or without your participation in events such as this very important League luncheon. As you know this could be a very challenging year for municipal government in the General Assembly. Issues such as predatory lending, potential cuts to the local government funds, possible estate tax phase out bills to preempt local ordinances on many issues and many more face both the General Assembly and you as a municipal official this year. Continued dialogue between legislators and municipal officials will be critical to the way those issues are settled. We hope this conference and your participation in it will contribute positively to that dialogue.
