November 7, 2003 PLEASE CIRCULATE THIS BULLETIN TO YOUR COUNCIL, DEPARTMENT HEADS & STAFF The General Assembly will return next week for two days of session. Below are the listings for Committee meetings of municipal interest. We continue to negotiate and lobby on a number of issues, including HB 127 (S Corps), HB 278 (Oil & Gas), the public retirement systems bills and many others. There will be a full Legislative Bulletin published next Friday. COMMITTEE SCHEDULE FOR THE WEEK OF NOVEMBER 10, 2003 WEDNESDAY, NOVEMBER 12 Senate Ways & Means (Chr. Amstutz, 466-7505) South Hearing Rm. 11 am HB 127 would erode a municipalitys ability to tax the ordinary income of its residents if that income comes from an S Corporation. The original intent of the bill was to help municipalities in their efforts to redevelop abandoned property. As it is currently written, the cost of paying a tax lien on such property is eliminated, while the income tax dollars needed for other development costs is diminished through a tax break to those who receive income from an S Corporation. (Hearing & possible vote) Senate Judiciary on Criminal Justice, (Chr. Austria, 466-3780), North Hearing Rm., 9 am HB 179 GASOLINE THEFT (Wolpert) Permits a suspension of the driver's licenses of certain repeat offenders of theft by causing a motor vehicle to leave the premises of a retail gasoline establishment without full payment for gasoline dispensed into the motor vehicle's fuel tank or another container and declares that those sections in the Revised Code that regulate theft of gasoline in certain circumstances are general laws. (Proponent, opponent & interested party) House Commerce & Labor, (Chr. Young, 644-6074), Rm. 113, 10 am HB 208 RETAINAGE PERCENTAGE (Young) Modifies provisions governing the practice of withholding a percentage of payment from contractors, subcontractors, and material suppliers in the form of retainage. (3rd Hearing-Proponent, opponent & interested party-Possible substitute & vote) THURSDAY, NOVEMBER 13 House State Government, (Chr. Carmichael, 466-1474), Rm. 116, 9 am HB 262 POLL WORKERS & OPTION ELECTIONS (Carmichael) Revises the Election Law by increasing the maximum poll worker pay, permitting employees of the state and of political subdivisions to work as judges of elections and receive poll worker pay in addition to their regular employment compensation, eliminating the required ballot language describing certain past local option elections when a local option election is held on sales of alcoholic beverages at a specific location, and makes other changes.
